The agency said the practice has limited its ability to review whether contracts meet regulatory requirements, including whether they are readily susceptible to manipulation.
The CFTC said exchanges should instead certify contracts separately when they have different settlement sources or methods, adding that it has seen a surge in self-certified contracts over the past 18 months.
